Moldova has been approved to participate in Creative Europe, starting from the 1st of January 2026. Signature of the relevant agreement is scheduled for the 2nd of September 2025. The agreement is expected to boost the country's path towards EU membership.

Glenn Micallef, Commissioner for Intergenerational Fairness, Youth, Culture and Sport will visit Moldova next week, following the Commission’s approval of the country’s participation in Creative Europe.
The agreement between Moldova and the EU is expected to be signed during his visit to the city of Chisinau, scheduled for Tuesday, the 2nd of September.
“Moldova's joining of Creative Europe makes a significant boost in the country's path to EU membership” as announced by the Commission.
On the occasion of Moldova's Independence Day on the 27th of August, the Commissioner stated in his X account that “Moldova’s future is Europe”, adding that he looks forward to the visit and signature of the agreement. “This agreement places Moldova's people at the heart of the path towards EU membership. It sends a powerful signal: Moldovan culture is European culture”, he had previously commented.
The signing ceremony and the press conference will be streamed live on EBS as of 11:30 EEST.
Ahead of the signature Commissioner will meet with Maia Sandu, President of the Republic of Moldova and the Moldovan Minister of Culture, Sergiu Prodan. He will also visit Orhei Vechi Monastery, attend sports events and hold dialogues with young Moldovans and representatives of Moldova's cultural industries and artists.
Next Steps
After signature, artists and cultural organisations will have access to the actions under the Culture Strand of the Creative Europe programme. Moldovan cities will also be eligible to participation in the competition for the next European Capital of Culture competition for non-EU countries. Full participation of Moldova to the other two strands of Creative Europe, the Cross-sectorial and the MEDIA strands, will depend on compliance of the country’s national legislation to the conditions set out in the Audiovisual Media Services Directive. To enter into force, the agreement has to be ratified according to the country’s national procedures.
