An analysis of the early measures and policies developed by five smaller and medium-sized European countries (the Czech Republic, the Netherlands, Portugal, Slovenia, Switzerland) in response to the global COVID-19 pandemic.
In order to address the research objectives, the measures that a handful of smaller and medium-sized countries in Europe installed in the first months after the outbreak of the COVID-19 crisis have been collected, described, and categorized to allow for a comparison. The paper concludes with a discussion of the differences and similarities of COVID-19 state policies for the arts and cultural sector, and of whether and how these measures have been determined by – similar or different – contextual factors.
