What is the context of this survey?
Launched in 2019 under the Urban Agenda of the EU, the partnership for culture and cultural heritage defines actions to improve the legislation, the financial capacity and the data exchange for cities at the EU level. Social cohesion objectives and ensuring that culture is made accessible to the greatest number are priorities of most European cities. Links between culture and social inclusion are increasingly known and transversal approaches are developing.
The EU is actively supporting research on culture, through calls for proposals, calls for tenders, studies and research projects (including under Horizon 2020). Many cities have been involved in EU funded research projects and many more are willing to be involved in such projects.
What does the survey want to achieve?
Which research and studies would help local cultural policy makers develop cultural policies that foster social inclusion or improve existing ones? By surveying cities, a list of such research needs will be established. Such a list would be inspiring for academic institutions and for funders of future research at European level.
What do we understand by culture and social inclusion?
Inclusion within culture (ensuring access to cultural activities for all citizens) - Inclusion through culture (ensuring that art and culture play a role in addressing local challenges linked to social inclusion).
Who is this survey for?
The survey will be distributed to URBACT ACCESS cities network concerned with social inclusion through culture, cities involved in URBACT and in the Urban Agenda Partnership and EUROCITIES member cities.

What is the Urban Agenda for the EU?
The Urban Agenda for the EU was launched in May 2016 with the Pact of Amsterdam. It represents a new multi-level working method promoting cooperation between Member States, cities, the European Commission, and other stakeholders in order to stimulate growth, liveability and innovation in the cities of Europe and to identify and successfully tackle social challenges.
